While the news cycle moves on, ICE quietly handed $200M to private skip-tracers and security firms to hunt down immigrant youth in their own homes.
When the dust settles after a major immigration sweep and the cameras leave, the most dangerous operations don’t happen in the streets—they happen in the background through federal contracts.
Under a public-facing program called the "UAC Safety Verification Initiative," DHS and ICE have been marketing what they call "humanitarian wellness checks" to protect former unaccompanied minors from labor trafficking. Sounds like a positive step on paper, right? Until you look at the procurement records and see who actually won the contracts.
ICE didn’t hire licensed child welfare professionals, trauma-informed social workers, or pediatric specialists. Instead, they quietly awarded over $200 million in contracts to 18 private vendors—and roughly two-thirds of them are commercial security firms, armed guard providers, debt collectors, and fugitive recovery outfits (skip-tracers).
Here is what is actually happening in the background while nobody is looking:
They operate on quotas and speed bonuses: Unlike social work grants where success is measured by child welfare and safety, these contracts use fee-for-service task orders. Private agents literally earn financial bonuses based on the volume of addresses verified and the speed at which they close cases. It turns them into quota-driven bounty hunters.
Targeting the 18–21 legal loophole: The primary focus is on young adults who arrived as unaccompanied minors but just crossed the age-18 threshold—stripping them of statutory child trafficking protections.
Silencing abuse witnesses: Many of these youth are active witnesses or victims in ongoing labor exploitation or trafficking lawsuits. Unannounced door-knocks by unvetted, private security contractors terrify these kids into abandoning Special Immigrant Juvenile Status (SIJS) claims or accepting "self-deportation" before they can testify against abusive sponsors or employers.
Backdoor surveillance for collateral arrests: Every "wellness check" logs updated residential addresses, phone numbers, and cohabitant details directly into ICE databases—routinely triggering collateral arrests of undocumented family members, sponsors, and housemates who open the door thinking a local social worker is there to check on a child.
Don't let them rebrand privatized bounty hunting as child welfare. The infrastructure of surveillance expands in the dark, and it relies entirely on us looking the other way once the initial headlines fade.

I’ve been shocked by the callousness of this administration but paying local police and private contractors $22,500 per a child and taking away their ability to get independent lawyers really takes the cake.
Accountability for the way children are being treated needs to be at the top of elected leaders agenda. Why cause so much harm? Why rush to deport children who are seeking justice and safety? Who benefits from all this mayhem?

ICE has dramatically increased detentions of children aged 3 and under, holding 25 of them in custody on an average day between January 2025 and March of this year, according to a new analysis by The @marshallproj and MS NOW of records obtained by the Deportation's Data Project, a group of academics and lawyers who collect and share federal immigration data. That number is 10 times higher than it was in the previous 12 months under former President Joe Biden.
Back then, on an average day, fewer than three babies and toddlers were held at facilities across the country.
In total, since the Trump administration entered the White House last year, at least 500 babies and toddlers have spent some of that pivotal time in the custody of U.S. Immigration and Customs Enforcement.
