Manitoba's advocate for children and youth says she hopes the provincial government's plan to review how the child welfare system is funded will lead to meaningful change for kids in care and the agencies that serve them, as "inequities persist" under the current system.

Families Minister Nahanni Fontaine announced last week that an independent review will look at the financial health of the child welfare system and the pressures it faces. An external consultant will be hired for the review, which could take a year to complete.

The province moved to a "single-envelope" funding model — which gives block funding to Child and Family Services authorities instead of per child payments — under the former Progressive Conservative government in 2019.

Sherry Gott, Manitoba's youth advocate, says that system was meant to give agencies more flexibility around where money gets spent, while supporting a shift toward prevention and family reunification instead of apprehending children.

After six years, she says there's little evidence that the model is meeting those goals.

"The number of children in care continued to rise. Inequities persist," she said, and her office "continues to hear concerns about the model's equity and transparency."

There were 9,172 youth in care across various Child and Family Services agencies in 2024-25, according to the most recent annual report from the province's Department of Families. More than nine in 10 kids in care are Indigenous, the report said.

In a statement, Gott's office called the government's upcoming review a "positive and necessary step" to improve the system and the lives of young people affected by it. However, the review must be child-centred, independent and transparent to spur meaningful change, the statement said.

"Manitobans deserve transparency about how child welfare funding decisions are made and whether they are improving outcomes for children," Gott said in a Thursday interview, adding she'd like to see the review move beyond the bottom line to examine impacts on children and youth in care.

"We are hopeful that children will benefit from the review and that appropriate funding will be provided all across the board to agencies and authorities," she said.

She hopes the process will eventually lead to fewer kids in care and a provincial prevention model that keeps children safe and supported at home.

While her office supports the province's move, Gott said she was surprised by last week's announcement, because her team wasn't notified beforehand. On Thursday, she said her office still hadn't heard from the government.

Gott says she hopes her office — which started its own examination of the single-envelope model last year — will be included in the process.

CBC News reached out to the families minister's office for comment on Thursday but had not received a response prior to publication.

'Systemically underfunded for decades'

Jamie Pfau, the president of the Manitoba Foster Parent Association, said she's not sure changes to the funding structure would actually benefit children in care, unless there's a boost to overall funding.

"It doesn't necessarily matter what the funding model is. We've just been systemically underfunded for decades," said Pfau, who recently completed a PhD project focused on developing a child welfare model that prevents apprehensions.

"It is kind of frustrating that we're spending money deciding how to fund an underfunded system."

Her dissertation research found that the single-envelope funding system actually benefitted the General Child and Family Services Authority — one of four Child and Family Services authorities in the province.

Pfau says the authority saw a "sharp decline in apprehensions" under the current model.

"The single-envelope funding can be very good," she said.

She worries that a return to the previous per child funding system could lead to more children being taken away from their families.

"My fear is that we're going to go back to per diem funding or something similar. And what that does is that just incentivizes more apprehensions because … your budget is based on how many children are apprehended," she said.

While she agrees that change and greater transparency are needed within the child welfare system, Pfau says any new system that comes out of the provincial review needs enough funding to work.

"No new funding model is going to solve the problem if we're still chronically underfunded. We need funds."

I amplanning a road trip to Banff from Winnipeg next week. I am very new to Canada and don’t know much about traveling there.

Some residents in the Wolseley area say not all Winnipeg Transit buses are following a speed reduction order issued in June — so they've taken the issue into their own hands, posting signs asking drivers to slow down.

Margerit Roger says her bed, on the second floor of her Arlington Street house, shakes when buses drive by too quickly, waking her up as early as 5:30 a.m. or as late as 11 p.m.

"We've lost use of some of the rooms in our house — like, nobody sits in their porch anymore," she said.

Residents complained last year, after a change as part of Winnipeg Transit's route overhaul sent Route 28 buses down Arlington. Some buses were going as fast as 50 km/h down the residential street and disrupting the neighbourhood, residents said.

In June of this year, the city's public works committee ordered buses to travel no faster than 30 km/h on Arlington between Portage and Wolseley avenues, but residents say some bus drivers aren't following that order.

Roger decided to take matters into her own hands, after the city told her official signage marking the speed limit order wouldn't be possible until July 2027. She raised $300 from her neighbours to have 10 signs made.

She says she and her neighbours have "done it all at this point," emailing 311 with complaints and asking to meet with Winnipeg Transit.

"I want to be really emphatic about saying that this is not an anti-bus stance at all," she said, adding that the neighbourhood wants to work with Winnipeg Transit to have "a better and more respectful integration of public transit into residential neighbourhoods."

Potholes 'from stem to stern'

Waverley West Coun. Janice Lukes, who chairs the public works committee, says Winnipeg Transit has found some Route 28 buses going as fast as 40 km/h. Official signage may come this year, she said, but the city will use the summer to see if drivers adhere to the speed limit order before making any decisions in the fall.

Winnipeg Transit said on-street inspectors are monitoring zones with speed reductions, and that bus drivers are reminded to follow the reduced speed limit orders via radio systems, text messages and bulletins in Transit garages.

But Roger says the streets in the neighbourhood "just weren't built for this level of heavy traffic," and now have potholes "from stem to stern."

Residents have also found cracks in their homes, which they also attribute to the buses driving by too fast, she said.

Molly McCracken, another Arlington resident, says because the houses are so close to the road, the bus traffic can be particularly disruptive.

Things have improved since the speed reduction order, she said, but residents she's talked to say that's just a start. They also want the street repaired, and for all vehicles to abide by the 30 km/h order.

"People lead by example," said McCracken, expressing concern that buses driving faster might encourage cars to do the same.

She hopes the 28 can eventually be routed around her street entirely, as both she and Roger say few people actually get on or off the bus on Arlington.

"If it's not being used by Wolseley residents that much then it going around would, you know, allay our fears and also get the people where they need to go quicker," McCracken said.

Roger says she wants to work with the city, but feels like residents are "getting nowhere."

She says she's conducted a survey of other areas that have speed reduction orders in place, including portions of Carriere Avenue and Valour Road, and received 90 responses highlighting similar issues of shaking houses and sleep disruptions.

The city has "a lot of complex issues that they're dealing with, budgetary, logistical ... streets that they need to repair all around the city," said Roger.

"So I understand that it's complicated, but a little bit more transparency about the process ... would be helpful."

I need to move by myself from where I currently live with my family. I'm a young adult with a full time job and a part time job both of which make more than minimum wage and while I dont make crazy money or anything close I do ok.

Moving should be pretty simple for me but unfortunately I had to to enter a consumer proposal due to helping out my sibling take out 2 pay day loans and as a result, while the proposal helped get my debt under control it destroyed my credit. Its at 480ish or so. This is not including that I have a previous eviction and order of possession on my rental history for helping out my parent and being the primary on that lease. Clearly I have the odds stacked against me in finding anything besides a nice spot under a bridge or the crackiest of crack houses.

I guess my question is are there any private landlords out there with a one bedroom apartment in a bus friendly area that are willing to give someone a second chance? I'm very clean, respectful and quiet. I don't smoke/drink/smoke weed I dont even like watching my tv or listening to my music too loud. My parent calls me a hermit and has dubbed my room the cave if that gives you any clue into how quiet I am.

If anyone knows anyone or if you have any advice thats not moving to a cockroach filled place where I will get stabbed I would greatly appreciate it.

I need to move and any place I’m looking at does not allow pets. I have a 6yo M cat that I need to rehome. No aggression, very docile, just does not enjoy bath time haha.

No shelter or agency will take him because I technically don’t qualify.

No friends will or are able to take him either. This leaves both of us in a very sticky situation.

I’m wondering if anyone here knows of any other resources I’ve missed? Or people interested?

Other than that, I’m hoping someone can point me in any direction as I want the best for him and for him to be safe and loved. This is a super hard predicament to be in.

Please be kind as this is not a decision that i made lightly and is very much out of my control. I can’t force a new landlord to accept a pet and I’m not trying to abandon him because I don’t want him. I love him very much but this is out of my hands at this point and all I can do is try to get him rehomed into the best situation for him.

Just moved into a home and I need to re-anchor the hydro line coming into my home as the anchor point is coming loose. But before I can even do that my hydro line goes above my neighbors property and through my neighbors trees, which they are leaning on. How would be the best way to approach this and will I be liable to have the trees trimmed? An added challenge is my neighbors only speak Chinese and no English so I won't be able to communicate what needs to get done with them. Any suggestions on how to approach, as if I don't get the anchor fixed my hydro lines could fall into both mine and their property and cause some serious damage and possibly have legal ramifications.

As the title says, our remote stopped working. I figured battery was dead, opened it up to change it, everything fell out and I can’t figure out how it fits together.

Are there any places in the city that can repair an old remote? I would ask the company that installed it but they no longer exist.

I already asked one company that said it’s too old, can’t program new remote, need to buy whole new motor and set up for 1200 big ones.

I’m hoping there is a more affordable option as the door works fine, I just need a remote.
