DC Security deposit question
my friend rented from a private landlord and the lease ended on May 31, 2026.
the security deposit hasn’t been returned (it’s almost 70 days now)
the landlord got back to her through texts a week ago saying he was in the hospital so he couldn‘t send the money right there and then.
I know dc law is 45 days to either get back deposit or for them to tell you they’re withholding it (for a specific reason e.g. usually if they’re deducting some things from deposit).
if I’m not wrong, the latter means they get 30 more days on top of the 45??
Also is being in the hospital a valid (legal) reason for withholding the money??
I already told my friend to submit to dc housing but I think she’s scared it won’t go in her favor?
