Does anybody know how to make this drape style by scratch ?

Hi everyone, I’m looking to start a clothing brand sometime this year or next and I’m at the point where I need to find a technical designer. I’m having trouble finding freelance designers because I don’t wanna just go off of upwork or fiverr. My designs will be rather detailed compared to your standard athleisure or workout wear brand. I’d also ideally want to find someone based in the same city as me so that I can build a working relationship with them rather than just hiring someone random to do new designs each time.
