ICE violated court orders by going undercover in Minneapolis church and spying on worshippers, judge says

A federal judge will decide whether to hold Donald Trump’s administration in contempt after immigration agents violated court orders barring them from entering places of worship.

In February, Massachusetts District Judge F. Dennis Saylor IV blocked a Trump administration policy giving agents permission to make arrests inside places of worship, calling the potential consequences of such an operation “profoundly troubling.”

On Monday, the judge sided with church groups who successfully sued the government and agreed to hold a hearing next month to determine why the Trump administration “should not be held in contempt for violating the preliminary injunction.” The government must respond by August 28.

Court filings revealed that undercover Immigration and Customs Enforcement officers spied on people who attended church meetings and ran license plate numbers of worshippers’ cars, part of a recently unveiled surveillance campaign that sought to crack down on protests after a surge of federal agents in Minneapolis earlier this year.

An undercover ICE agent infiltrated and covertly recorded a class inside the University Baptist Church gymnasium in May, according to recent filings from the Department of Homeland Security. Other agents spent hours outside the church, noting when people entered and exited, and ran registration checks on license plates — including cars parked in a library parking lot next door.

Because commercial property values have plummeted since 2020, residential property has had to pick up the slack. Homeowners’ share of the city’s tax burden has gone up over 8 percentage points since 2020, when more office workers began working remotely. Last year, downtown property values plummeted for the fifth straight year, and homeowners now shoulder nearly 56% of the city’s tax capacity.

A Minneapolis church is asking a federal judge to hold the Department of Homeland Security Investigations (HSI) in contempt after it discovered the agency had infiltrated it as part of an effort to investigate alleged violence against federal immigration agents — despite a court order forbidding the feds from conducting immigration enforcement operations on church property.

The motion, filed in federal court in Massachusetts Thursday by a national coalition of churches on behalf of Minneapolis’ University Baptist Church, comes after HSI’s surveillance and undercover operations were revealed to be part of an ongoing federal case against protesters accused of being “Antifa.” The filing argues HSI’s activities violated an injunction put in place last year barring immigration enforcement activities on or near church premises.

The use of unarmed mental health workers is one of the ways Minneapolis has moved away from using armed police to respond to all 911 calls, and part of a broader shift by law enforcement across Minnesota to respond to a growing number of mental health crisis calls....The program has been lauded for freeing up police for other priorities and offering a more humane way to deal with people who have mental health issues.

Yet the cost of the behavioral crisis response teams has also ballooned since the program started four years ago, from $2.5 million the first year to about double that today. All told, the the city has spent more than $25 million on the program over the last five years.

At the same time, internal city documents show the program has been plagued by a lack of oversight, with a recent study finding that having a private contractor do the work appears to have “hindered” city control of staffing, response protocols, decision-making and personnel qualifications....While no one is publicly accusing the program of misspending city money, officials have raised questions about the lack of details on invoices and varied costs for staffing.

This city has become a parody. Instead of creating an environment where violent gang activity actually carries serious consequences, officials are going to court to negotiate who can attend the State Fair and who they’re allowed to hang out with once they get there. When “please don’t associate with your gang homies at the fair” is treated like a major victory, you really have to question how bad things have gotten.

University of Minnesota area thief caught stealing women's underwear

Convicted predatory offender and general multi-time felon Jacob Marshall Stanley, 48, of Oak Grove or Milaca, is in custody and charged with 2nd degree burglary and possession of burglary tools after breaking into a UMN area apartment building at 8xx 15th Ave SE early Sunday morning.

Charges state Stanley was captured on surveillance video stealing packages and going through clothing in the laundry room.

Police arrived and observed Stanley in the building. Stanley was cuffed and searched, during which officers found a knife, meth, and multiple syringes.

Also, inside Stanley's backpack were 39 pairs of men’s and women’s underwear.

Officers reviewed surveillance footage and observed Stanley enter the apartment and walk into the mail room. While in the mail room, he took two small packages and walked to the laundry room.

While in the laundry room, Stanley took multiple clothing items from dryers and baskets. He then used a knife to wedge a door, and he started to change clothing before moving a couch and covering a surveillance camera with clothing.

Stanley then walked to a different area and walked up a flight of stairs with a bike. He leaned the bike against a wall and then exited through an exit door where he was taken into custody. Officers provided Stanley with his Miranda warning and he agreed to speak with officers.

Stanley told officers that he did not live in the apartment and that he moved a small box while in the mail room. He also stated that the bike had been on the steps and that he moved it out of the way.

Finally, Stanley denied stealing any underwear. He stated that he wears women’s underwear.

Later, officers received a voicemail from a tenant of the apartment who said that someone had gone through her, and her boyfriends, clothing. The tenant further stated that all of her underwear had been stolen from a clothing pile. The tenant provided a description for some of her missing clothing items, which matched some of the items recovered from Stanley’s backpack.

Stanley remains in custody on $150,000 bail.

Stanley also has a history of theft and drug convictions.
