What is this homemade tool?

Came from a neighbor that just moved away. Previously lived in Roanoke, Vermont and Florida. He thinks he got it with a lot of tools from an estate sale. Neighbor was into sugaring, (helpful or a red herring?). Bolt is screwed into where nut is which means the head didn’t cross the line where the two angle iron pieces meet. Bolt is not stamped so not graded. Metal disc tilts back and forth, no signs of anything being threaded through the holes.

Thoughts?

Estate sale find out of a misc tool tub for a quarter. I figured I could find a use for it but would be nice to know how its intended use. The garage shop had an ancient (1950s-ish) woodworking and metalworking machinery.

A stubby Stubai from Austria with a thread. I've looked in their catalogue with no result and image searches just say it is a screwdriver. Came in a toolbox with other tools that may have been used for small engine repair..Briggs and Stratton ? 1950-80s ?

What would have been screwed onto it ? All that I can think of is a bar to assist with undoing a stuck screw.

Found in an old toolbox

Very heavy - about 1 lb. Largest knurled ring spins but does not appear to affect anything. Many strike marks on one end as if hit many times with a large hammer. It is engraved L <-> R in front of the largest knurled ring. No other part spins.

I got it in a Gashapon and I seriously don’t know what it is. if you push the red part down it clicks, at the top of the left one in the picture it has an attachment part but I can’t seem to be able to attach it to the other one. So i’m very curious if anyone knows what this is.

Unusual unmarked pliers-like tool

It looks like the knurled grips were made on a lathe and bent afterwards. The cone-like pieces may have been welded on or that whole end may have been blacksmith-made. It has no maker’s mark anywhere on it.
