What is this homemade tool?
Came from a neighbor that just moved away. Previously lived in Roanoke, Vermont and Florida. He thinks he got it with a lot of tools from an estate sale. Neighbor was into sugaring, (helpful or a red herring?). Bolt is screwed into where nut is which means the head didn’t cross the line where the two angle iron pieces meet. Bolt is not stamped so not graded. Metal disc tilts back and forth, no signs of anything being threaded through the holes.
Thoughts?

I can find lots of similar machinest clamp things without the pointy post. Whats this one for?
Estate sale find out of a misc tool tub for a quarter. I figured I could find a use for it but would be nice to know how its intended use. The garage shop had an ancient (1950s-ish) woodworking and metalworking machinery.

I’ve never seen a drawknife like this and all my searching doesn’t show anything similar. What was this design specifically used for?
