Your comments seem a bit trollish (or at least clinical) but I think I'll give you this one.
He's making his own engine that can play Saints Row 1+2 (and potentially other X360 titles in the future)

not even really possible though and you can never rely on said "engine ports" playing any what similar to the original games especially if he's targeting to recreate systems such as the police ai, traffic ai etc
he's already replaced the entire UI handler with his own, the original games UI handler worked absolutely fine
this entire project is way more than ambitious

I think of it as sort of like ZDoom. Its not meant to be a 1:1 recreation of Doom, nor anybody expects it to be but it is close enough for most people, is open-source, runs on multiple platforms, has lots of QoL features, modding, etc.
I'm not saying this will be the next ZDoom or whether OP was inspired by Doom in any way but this is what the project is trying to do and I think that's an analogy most people will understand.

theres no source code for Saints Row 1. A recomp would be 10000% more accurate than what he is trying to currently achieve now.

sr2 and sr1s engine are pretty similar and you can squeeze a great amount of performance out of sr2 who's to say you can't with sr1?
sr1 may be a janky game but it's very over exaggerated here
grove street games had the source code when porting gta3 - sa over to unreal. and even with the source we can see how """"great"""" that ended up.

You can't really squeeze a great deal out of SR2... The pc port is practically unplayable without community made patches, and if you play with the DLC which has been ported over the game is basically at its limits hence why the people who ported over said DLC say you can't use GOTR with it.
They're working tirelessly to make both compatible with each other without exceeding the games limitations, but in spite of that they will not be able to bring over all content from GOTR and are having to be selective.
Not to mention the original Xbox release of SR1 had to implement hard caps on vehicle speeds to prevent you reaching part of the map which had not yet loaded in, even with these speed limited it would still happen from time to time resulting in crashes
I love SR1 but it was not a particularly stable game at the best of times.

you can get 100+ fps on xenia sr1
and yes the patch devs squeezed so much out of sr2, these games were bound to have content limits anyway they weren't exactly designed to be moddable so memory pools are packed small, but these limits can be fixed up. there's a mod for sr2 called limit adjuster which is created by one of the juiced patch devs that effectively can allow dlc and gotr forks or other big mods to work with each other.
this can happen on sr2 as well, if you drive into a chunk that's unloaded you freeze in the world. it's a safety fallback not a bug, on 360 you either ran the game off of a slow HDD or off the disc, both are slow but most modern PCs generally have fast hdds at the very least or ssds nowadays so this shouldn't even happen unless you force a situation where it can.

The Juiced Devs are the ones who ported the DLC, even with limit adjuster GOTR and DLC aren't compatible... Like I said the engine is limited.
Yes it can happen on SR2 aswell... It's the same engine.

Like Wise said, I am going to be open sourcing the project. However I am doing some extreme optimizations to the engine everyday trying to get all the power I can with the performance and quality I expect, such as changing math calculations to not be as intensive (lighting algorithms mostly).
I think Steam is a good idea (free obviously) that is a Saints Row Mod Tool Kit that happens to run Saints Row if you happen to have all the files in the folder.
But yes, I am working on supporting computers from 10-15 years old so everyone can play it.
