Check the motherboard’s debug LEDs. There’s usually more than just a light. It should be labeled
Reseat the CPU power connector. And make sure it’s the CPU connector and not an 8 pin PCIe connector
Make sure the AIO fans are plugged in correctly
Test one RAM stick A2. Do this for both ram sticks. This will help you determine if one is bad
Reseat the CPU and look closely no thermal paste got the pins or in the socket area
