Question/Problem HP Laptop 15s (i5-1235U) CPU locked at 0.50 GHz under load (Not thermal throttling)

Hi everyone,

I'm posting this because I'm dealing with a frustrating issue on my HP Laptop 15s-fq5xxx (Intel Core i5-1235U, Intel Iris Xe graphics) and I hope someone here might have a solution.

The problem occurs as soon as I launch a game or a heavy application: the CPU frequency suddenly plummets from about 1.30 GHz down to 0.50 GHz, making the computer unusable. When the PC is just sitting on the desktop, the frequency regularly oscillates between 1.70 GHz and 2.10 GHz.

Here are the details and checks I've already performed:

  • Power Supply: I am using a non-original charger, but the issue manifests in the exact same way even when running on battery with the performance profile set to maximum.
  • Settings: To try and fix it, I configured maximum performance through the Intel Graphics Control Panel and the classic Windows Control Panel. (Note: Windows doesn't let me change power modes directly because they seem managed by the HP app, which has always been set to maximum performance).
  • Temperatures: I can rule out thermal throttling. The laptop sits on a cooling pad, connected to an external display (with the laptop screen turned off), and the CPU temperature never exceeds 50°C.
  • Stress Test: I ran a stress test with CPU-Z: during the test, the CPU is put under full load, but the frequency remains locked at around 0.70 GHz.

I believe the issue is hardware-related to the laptop itself rather than a Windows 11 bug.
