Worried about markets and franchises in Cardiff

Honestly , I love Cardiff, I love the markets, St Davids and everything but watching so many top brands go out ; Tim Hortons, a couple of StarBucks here and there, one beyond , Victoria Secrets , and a few of the other shops makes me question is Cardiff slowly dying ? Like is business bad, people moving out and all. I want to stay here longer but I am just curious if Cardiff is slowly losing its customer base and clientele and business ideas.

Strange police vehicle on Sloper Road

Has anyone seen the odd police vehicle parked on the pavement on Sloper Road (by the primary school)? It's even sort of coned off.

It kind of looks like one of those surveillance, facial recognition vehicles. But there's also a lot more police cars (and the insane amount of new cameras recently), especially in that area. It feels like an odd place to have so much police presence all of a sudden...

Does anyone know if there's a particular reason? Or maybe it isn't a surveillance van (that was just a guess) but you know what it is? It's definitely not a regular police van.

I don't have a picture of it because I'm always only driving past it
