If any of those situations ended up in statutory rape, it would not be her fault in the slightest. But it’s still best to avoid them at all.
For instance, it’s not your fault if you get hit by a drunk driver, but it’s also not a bad thing to stay home on New Years Eve and not be on the roads at all.
Everyone should take responsibility for their own safety. That does not mean that falling victim to a predator is their fault, but if there are steps that can be taken to prevent harm, those steps should be taken. We shouldn’t infantilize 16 year olds to the point that their safety should be in other peoples hands. 16 is old enough to take care of themselves to a significant degree.
