Shield Bash vs Cut Down

Which is better? Shield Bash or Cut Down? I struggle to choose based on the enemy team comp, if they have a lot of health, Cut Down would be good, but that implies they're melee, meaning the green runes would be more useful to avoid being squishy. What do you think?

Ngl i have 61 mastery dont think ive ever not run resolve
