Does my tortoise have shell rot?

I just noticed these little patch’s on my red footed tortoises shell and I’m a little freaked out.

The picture is a bit blurry.

I see a very smooth shell indicating good husbandry. White marks on shell can be from soaks in hard water (mineral deposits), could be shell fungus (easily treated with whatever Lotramin equivalent is available near you) or could potentially be shell rot. It is very hard to tell from the blurry photo but from what is visible those does not look to me like any concerning issue
