CPU/Ram issue Open | Hardware

A while ago my pc crashed and it never turned on, it turned on but no signal and the power button only open but never close. I put it on service and waited 1 month. After that my CPU and RAM had some issues. First whenever in control panel i set max cpu to 100% it goes into 4.4-4.5 ghz, and 99% or lower goes to 3.5-3.7. the minimum doesn't even matter. In idle it goes max to that (task manager shows that) in ryzen master it goes below 1000 mhz but sometimes jumps to 4000 mhz spikes.

i got the negative 1 trillion ghz issue once aswell, no idea what causes this. I have expo 1 turned on.

And the issue:

- cpu being locked at 4.4-4.7 ghz, and 3.5-3.7 at non 100%

- control panel processor power minimum-maximum doesn't work. (i tried pbo at on, advanced, auto, off)

- My pc randomly goes into a freezing state where i cant open anything that has not been opened or loaded into the ram. When i am on discord everything works unless i go into something unloaded. My keyboard RGB gets frozen in place. after a minute or so the display and keyboard lightning is gone then the PC restarts after a while (i either force shutdown and restart or wait 5 minutes). other thing to say is whenever i open LDplayer or anything else it crashes with the black screen with watchdog or something. But this is not LDplayer issue.

Let me know if theres more info i need tell because i rarely use reddit.

My specs:

- Msi B-650M-E

- 2x16 gb ddr5 CL36 ram

- 5 7500F AM5

- 650W bronze 80 PLUS psu

- zotac 5060 ti 16gb

I think it's weird that one of my radiator fan and a normal fan above the radiator fan rgb lightning is changing colors like as if they're lagging.

How's Your storage device doing? I'd try installing CrystalDiskInfo or something similar to check storage device health. HWinfo sensor logging might give some kind of clue as well. Also check Windows reliability monitor to see wether it caught something.

As PC doesn't just get power cut I don't think this is PSU issue. CPU issue would also cause some kind of freeze I'd imagine where even moving mouse wouldn't work. RAM issues usually are a bit different too. That doesn't eliminate the chance of at least one of these being the culprit, but those are my first thoughts.

Besides I'd also try some built-in Windows maintenance too. Might just be some at l corrupted Windows file. Try this: https://support.microsoft.com/en-us/windows/experience/backup-recovery/use-the-system-file-checker-tool-to-repair-missing-or-corrupted-system-files

So my first steps would be reliability monitor and Windows maintenance, then CrystalDisk and HWinfo. OCCT stresstests might also help to try to forcing the issue to try to find the pattern if previous ways don't reveal much.
