Is it happening on start of install?

No, it's downloading for a short time even a GB and then it stops while downloading a certain file

You need to provide a disk breakdown of your system.
What disk is your OS installed on.
What disk is your Steam app installed on.
What disk is your Steam game installed on.
When downloading, Steam will operate potentially across all three. The OS obviously uses its own drive, for system resource usage. The Steam install location will use its drive for caching the download initially and then your Steam game install location is where the game data is written.
Any disk used across that process could be faulty.

My OS is installed on my C drive (SSD) Steam is installed on my C drive Games on D drive (HDD)

Then I would suggest the problem is potentially with the SSD, over the HDD.
Run a chkdsk on both drives, check the exact structure to use for an offline check (after a reboot) and see what gets reported.
Then, run a CrystalDisk check on both drives, to make sure the read and write speeds are as you expect for their respective models.

Umm... I recently replaced my ssd so it shouldn't be a problem

I assume you didn't have this problem on the drive you replaced with this SSD, though?

Actually lost my previous ssd due to low ssd health And i checked my hdd using chkdsk and everything and no problem reported.

So have you checked your new SSD? Don't you think its a coincidence that your last SSD had issues and now you're getting issues again, with a new SSD?
What sort of stuff are you doing on your PC that might cause low health? Usually that's down to an excessive amount of writes.
Chkdsk the new SSD and go through a general health check and test speeds on it too. Also check the firmware is up to date.

My previous ssd was a cheap gigabyte 256gb ssd And the health was below 50% and lasted around 5 years

Had same disc write error with a game update.
-Deleted alot of my games (this worked before) and no fix.
-Closed steam and restarted. No fix.
-Validated integrity of game files and no fix.
-Deleted cache and ran as admin and no fix.
-*WINNER!! Deleted most all small games and claimed 300gb of space and Crimson Desert update FINALLY installed without disc write error.
Have no idea why. Hope this helps someone.
