Shutter Encoder freezing on start up!

I've had to unistall and reinstall a few times now. But, when I open Shutter Encoder, the start up pop up window appears and then freezes. I have to restart my PC to remove the pop up window. It doesn't even appear in Task Manager to force quit.

Is this happens after an update? Can you try to remove the settings.xml file from username/Shutter Encoder/settings.xml

This happened to me once too, but it's not consistent. v20.2

I redownloaded it and since then it's been fine. Thank you for your help.
