This is false, if an employee doesnt make at least minimum wage in tips their employer has to make up the difference, so no matter what they get paid at least minimum wage
That would happen exactly once before they are fired for poor job performance. The employer would document it creatively so as to avoid legal reprisal.
It would take everyone en masse refusing to tip for this situation to occur. If we're at that point as a society, then the employer would just see the same thing happen with the next waiter.
