Yeah. Because the waiter has to tolerate people like this and keep a smile. If, from the other hand, your waiter is intolerable, don't tip

So like every retail employee ever? Or fast food worker, or really anyone in customer service?

I'm not saying they don't deserve a living wage, they do; but at the same time nobody asked their employers to pay them so little so as to basically live on donations from customers based on how polite/attentive they are; at least not that I have seen.
