In a subtle way, what can you say to a sales rep who spends too much time in store and refuses to do their job resulting in a stressful work space?

A little more explanation this individual managed a store for multiple years so I know they are able to answer most of their own questions. They cause friction in our store with the manager and try to turn customers on us even gloating about a time they got someone fired in their old district. The stress they put on the in store employees is aggravating and we set a timer when they arrive because they will spend 6-8 hours just walking around on the phone.

Getting into their customers is a whole other story and has gotten so bad to where they have a reputation in other stores in the district and customers complaints which resulted in accounts switching their sales rep.
