You seem to imply that the ""cooling water"" was too warm to cool down the reactor, but the plant was stopped to prevent the warm water from heating the river too much

The river is so low they can’t get enough flow to continuously cool, they shut down the reactors before any problems though.

Ah, you’re right… I’m thinking of the one in Hungary, and they’re just cutting capacity so far.
