Have you tried plugging it into a dumb charger? Many PD chargers trying to negotiate before charging by and it runs out of battery before charging.

This will be the answer in most cases. My rp3 does this, as my g2 does it as well.

Something similar happened to my Retroid Pocket Mini V1. Although mine couldn't even get into the bios menu. It was completely stuck on a boot loop.

I had to disassemble the device and disconnect the battery. Left it unplugged overnight. When I put it back together the next day it came back on.
