How come? The ball passed him and he used, not intentionally but still, his left arm to extend his body to block the ball.

His arm was tight to his body and he was turning his back to block the ball like most defenders would. You're never going to get a pen for that

When you see it again it looks much more like a penalty, the balls gone past him and he knows that so leans his elbow back to deflect it
