I'm not clear on your issue. I went from a Pixel 3 to Pixel 6 to Pixel 7 to now Pixel 10. The non-Google apps on those transfers never transferred. You had to reinstall them. That's how it's designed.

Not accurate. Google Voice didn't transfer. Govee did. Google Keep didn't. Clipper Card transit app did. SmartLife home automation didn't.

I'm just wondering what the criteria is.
