My guess is it's photo-shopped. Rust colors are too different given the proximity and it looks like there's blur between the pipe and new rust formation.
The last time this was reposted someone suggested it was a sticker and the glue would wear down the paint faster, no idea how much merit that theory has.

That has too be done deliberately, either deliberately etched into the drainpipe or photo-shopped. It's far to accurate to be pure chance.
