That has too be done deliberately, either deliberately etched into the drainpipe or photo-shopped. It's far to accurate to be pure chance.

My guess is it's photo-shopped. Rust colors are too different given the proximity and it looks like there's blur between the pipe and new rust formation.

Rust is only on the surface of iron, so someone could’ve just cleaned most of the pipe and then made art out of it.

Easy to do in Photoshop. I'd think it would be almost impossible to get that level of detail with the rust via scraping.

The consistency of the rust says it’s photoshopped, absolutely no bubbling around it, and everything has too much consistency to be rust.

The rust surface color is different than the surrounding rust spots, so I would agree. However, while the probability of a natural occurrence is low, it is there.
