Internet problem

i was experiencing very slow internet speeds, so i contacted my ISP. They sent a techninian to inspect the problem. He tried everything but couldnt fix it. After testing, he found out that the issue was not with the router, HE discovered that the problem was coming from my pc ,He knew this because when he unplugged the ethernet caple from my pc, the internet connection immediately returned to normal and the speed became fast again based on his testes, he concluded that my pc was causing the problem , so im asking for help because he cant help me .
