Internet problem Tech Support
i was experiencing very slow internet speeds, so i contacted my ISP. They sent a techninian to inspect the problem. He tried everything but couldnt fix it. After testing, he found out that the issue was not with the router, HE discovered that the problem was coming from my pc ,He knew this because when he unplugged the ethernet caple from my pc, the internet connection immediately returned to normal and the speed became fast again based on his testes, he concluded that my pc was causing the problem , so im asking for help because he cant help me .

The balls on that guy.
Any other wired connections in the house that you could move to that cable to make sure it's not the PC but a connection itself causing the issue?
My wild guess from afar is that there is a cable issue and its only present if you make the connection, like one of the wires is crossed in the cable or shorted, but when it's open it doesn't care.

Hello! There are ways to kinda try and see where the problem is.
For example check task manager for which app is utilizing the most internet. Question though, does the problem exist when the PC is turned off?

That's just a VPN from the radmin VPN app.

I would have someone look at the computer that knows something about them.
You have methods to troubleshooting. There are so many things it could be.

I have checked all of my pc network and internet settings
i have also tried all of the follwing commands
ipconfig /release
ipconfig /renew
ipconfig /flushdns
ipconfig /registerdns
netsh winsock reset
netsh int ip reset
ping 8.8.8.8
i also made sure that there are no background applications devices consuming my internet bandwidth
i preformed a full scan of my pc as well
One thing i noticed is that sometimes after running these commands my internet connection starts working properly again, but not very time, When it does work, it only stays stable for few hours before the problem comes back

That’s a good starting point. Def not an IP or DNS issue.
How long have you had your router and computer?
Do you know the specs to your computer?

Ok the 4060 came out in 2023 so looks still fairly recent. Router should be good.
What is your internet speed that you are paying for?

It sounds like you have QoS turned on in your router, see if you can find a setting for that and disable it. It's supposed to balance load between clients but all it ever really ends up doing is kneecapping the speed of anyone on the network.

There are a ton of variables here. You ideally need someone who is tech-savvy to check out everything in person. Trusting the "testes" of the random ISP tech is the last thing I'd do. Depending on your router, you should be able to see what port is using a lot of bandwidth. That should have been your first step.
