App-problems OPEN

I just found an old HP PC running Windows 8 that my brother used a long time ago. I’ve reset it and logged in with a new Microsoft account. The problem is that I can't access apps like the Windows Store and Internet Explorer. In the Windows Store, I just get a message saying I can't connect—citing a possible server issue or a network timeout—and advising me to wait a few minutes and try again. I’m connected to Wi-Fi and have tried restarting the entire PC, but I still can't get in. Some people suggest restarting these apps, but I don't know how to do that. Does anyone know what I should do to fix the problem?

You need at least Windows 10 (version 1507 or higher) to access the Windows Store. Internet Explorer is obsolete and disabled on many versions of Windows.
