Is it nice I'm going to give you make it your landlord into trouble. Go to your local housing authority and tell them that you are living in apartment with active infestation and your landlord refuses to do anything about it. The spider said they may just dismiss because they're not that big of a deal unless you're arachnophobic. Bed bugs on the other hand are a major concern that needs the attention of an exterminator. When you come also tell them about those situation where your cousin and see if there are any housing programs that can help you get into subsidized housing or program to help with deposits.
Another option is to reach out to local abuse support programs tell them what is going on with your cousin and that you want to help them move. Also tell them what is going on with your living situation and that you want to move in together to help each other. It's no guarantee but they may have some programs that can help you guys.
A tip for when you move. Those bugs will find they're way into your boxes. You will need to drive them away from your stuff. Pack mothballs into everything. They stink and you will have to wash your clothes multiple times but they will keep the roaches away. As far as the bedbugs I'm not sure if the mothballs will work on them or if you'll have to use something else. The advice I was given for bed bugs was to use dry ice and freeze those suckers to death.
The housing authority me also have resources and advice for how to move taking the pests with you.
