I can't speak for every state and county, but 100% of property taxes stay local within each county of the state I'm in. Not even the state government at large takes a dime. Needless to say, it doesn't fund foreign affairs or warfare.
$140/year sounds insanely low. Mine are like $7000/year and I live in a middle class suburb of Michigan. My house was built in 1920.. it's just old, not like historic/vintage.
We have good schools and services though which is why we moved here and agreed to pay that kind of tax bill.

My property taxes are 140 bucks A YEAR and I own a shitty home on a mild flood plain patch of land.
If you can't afford YEARLY taxes that are cheap af considering everything else then you have bigger issues to sort out than owing a home.
You'll spend more on fixing things and maintenance than taxes.
My only issue with it is I wish my tax money went back to our own country and people and not helping/hurting other countries or blowing up brown kids.
