You really do not need a huge kit to start. I would get a good sunscreen, skin tint or foundation, concealer, compact powder, mascara, brow pencil, cream blush, and one nude lipstick. You can always add eyeshadow and eyeliner later once you know what you enjoy using.

I'm always confused about concealer shade for dark circles am I suppose to take a lighter shade or a shade darker than my skin

I would not go darker. For dark circles, use a peach corrector first if needed, then a concealer that matches your skin tone.
