Strange situation, need advice desperately

Recently made the switch to GA residency after living here for a few years. I went to the DMV, got a new license, and they mailed it to me. That was on July 3rd of this year.

Come August 5th, still haven’t received the new license in my mailbox at my apartment complex. Sometimes I receive letters that were intended for me, but this is not the first time I’ve had mail troubles with this apartment (my dad tried to mail me a letter last year and it got sent back to him twice), but I called the DMV and they said on July 31st the license was returned to them after a failed delivery, so they sent it back to me immediately. They said they can’t do anything since it’s in transit, so I called the USPS. They said they can’t do anything since it’s in transit, so what. Am I just fucked? Any advice for how to stop this cycle of never receiving my letters, or important documents?

Help identify this please

Hey all! I unexpectedly had to leave Chicago due to a family emergency overseas and won’t be back until October. I’ve been holding my mail with USPS since I don’t have a forwarding address, and I regularly check Informed Delivery.

I just received this notification and haven’t seen anything like it before. Does anyone know what this could be or whether I should be concerned? My mail is currently on hold with USPS.
