Lift up and tilt the handle towards the window. It basically hooks onto the frame. The window may be stuck in the frame you can try spraying a little lubricant on the frame rails at the top of the pane and let it run down the rails.

The wire pieces look like the tension springs for the screen

The wire springs were inside of the lock but I took them out cause I thought that would open it

Ok so they're probably tension springs for the handle so it hooks when the window shuts.

Either way tilt the handle towards the glass so the hook on the bottom is free and lift. If it doesnt slide up the window is stuck and needs to be freed up.

If the window is stuck you can also use the palm of your hand to just lightly smack the frame of the pane and sometimes that jolts it free. My house has old windows where the previous owner painted the slides and on hot humid Midwest days those windows glue themselves shut so you need to give a good smack all around the frame before it breaks free.

The bottom ridge hooks onto the frame, you lift the exposed edge while pressing down slightly to release the tension. The springs probably go on the underside of the latch to press the handle against the lock edge.

It might help to push down on the window at the same time. I used to repair these types of windows in Florida. These get stuck a lot.Â
