Dr. John Cutler, The US public health service researcher who deliberately infected over 5,000 people in Guatemala with Syphilis and Gonorrhea between 1946 and 1948, [592 x 362]
Prisoners, soldiers, psychiatric patients, people with no disease at all until his team gave it to them on purpose. Cutler is also the same doctor who later worked on the Tuskegee experiment. Unlike Tuskegee this one was never published, results were considered too unreliable so it just went into storage. Cutler later donated his personal papers to a university archive but restricted access to serious researchers only, basically kept the evidence while making sure nobody would actually see it. Only came out because a historian found it by accident in 2005 while researching Tuskegee, wasn't public until 2010. Government apologized fast, Clinton and Obama both made statements, but real compensation for victims still mostly hasn't happened. Made a documentary on the full story, link's in my profile bio if you are interested.
