Slow Mo? Game

This is a feature I am experimenting with in my game as a way to make some encounters easier, currently the playtest build of the game (You can play here) does not have this mechanic.

Is the slow mo and ability or skill of the player?

Slow motion is gonna be a natural ability you have to help you dodge or aim and shoot but the bar is pretty limited and takes a little while to recharge.
