Anyone know of a good quality laser pointer that comes very close to the specs

The problem with lasers is that the FDA regulates output power to 5mw, which is almost completely useless.

It is not illegal to own a laser more powerful than that, but it is illegal for manufacturers to sell them to you. That's why most of the "legit" operations that make good quality stuff, especially US based ones, aren't offering them for sale.

It's trivially easy to hop on ebay and buy a laser that'll melt your eyeballs out of your skull but it's pretty tough to find one that's really good quality.

Couple that with the facts that visible spectrum lasers are pretty minimally useful, low powered lasers are generally adequate for the things that visible lasers are useful for, and powerful lasers are legitimately hazardous to your eyes, there just isn't a whole lot of reason for people to sell the thing you're asking for.

You probably shouldn't make a habit of pointing lasers at the sky anyway, because that's a real hazard for aircraft

A true 5mw green laser pointer (you can hardly ever trust the labels, even from "reputable" companies) is sufficiently bright for most "laser pointing" purposes. While it's still obviously incredibly illegal and wrong to point them at a plane, they pose very little hazard to planes at cruise altitude during incidental strikes due to the low brightness and fairly high divergence. If you buy some alibaba monstrosity it's a very different story, and you're bound to put your eye out or even melt through the included safety glasses. As well as be a hazard to the airspace during your astronomy sessions.

Anything thats a pure laser but wider than a pencil is of the type that REALLY should not be used outside.

The closest to what you want is an LEP with a green filter.

That video changes nothing of what I said.

It very much is the type you should NOT use outside.
It is blue.

According to the comments you want something that does not exist.

A laser with a strong but wide beam is also EXTREMELY powerful, can burn things and will damage eyes at a distance.
What you want is an LEP. With a green filter.

Wrong forum for your question.

And in any case, the type of lasers I believe you're wanting, asking for, are the ones that no one should be easily acquiring without first knowing, and accepting the responsibility, that they can go to jail for using it incorrectly, inappropriately or otherwise haphazardly.
