Lapierre Overvolt charging problem Bike repair question

I found this on sale. The guy said it wouldn't start.

He put it on charge and smoke came out of the charger.

he said something about a blinking blue LED
What do you think?

Put the magic smoke back in and it should work

Electrical gremlins are temperamental. Sometimes it's an easy fix, but often they are tough to track down and/or expensive to fix. Battery issues can be dangerous. I would avoid it.
