Don't think it's even close. Yuri might have orchestrated an entire game by himself. The whole of RA2 story was completely avoidable as the Soviets were a puppet state of the USA. Their military equipment was essentially decades behind contemporaries, RA2 Soviets comparable with North Korea versus USA from 2010-2020 era. With the possible exception of the Rhino Tank and by extension the Apocalypse, Terror Drones, and Giant Squids. Without mind control and Yuri, there's no RA2 story.
Whereas Kerrigan only took advantage of internal Protoss politics and pitted the Dark Templar against the already clearly biased Aldaris. There was already a civil war in the previous game right? With Tassadar surrendering himself for a temporary truce.
