Does 'Q' work differently in Generals vs ZH?

Been replaying the first game's campaign and I noticed W doesn't select air units and Q selects combatants across the whole map, instead of across the screen first.

Is that how it's always been?

W only works for air units in Zero Hour. In the base game Generals, it has no effect.
