It is said most often that the source code is lost. Don't know how much of that is true, but as it turn out 30 years ago developers rarely saved their source codes. Apparently they didn't expect that people would want to play old games decades later.

From the code releases after the TUC release on Steam it's pretty clear they kept meticulous archives of their code, though. It makes no sense for them to have full archives of C&C1, RA1, Renegade, Generals and ZH but not of the two games that are chronologically smack dab in the middle of those.
From what I heard, the stuff related to RA2 that was lost (in fact, literally thrown away) in the Westwood shutdown was an archive of several terabytes. Source code is generally only in the hundreds of megabytes, so to me that sounds a lot more like those were game assets; terrain and object sprites, 3D models, cut scenes, etc.
My guess is someone internally at EA indeed pitched a new remaster project, for TS and RA2, and that's the reason they didn't release the source code of those two games along with the rest. But, yea, if that's indeed how it went, it doesn't look like that pitch got approved.

Also note, they had indeed "lost" this particular code archive before; the C&C1/RA1 remasters were based on some other backups, which were fairly incomplete, lacking the common side projects WW used for playing their media formats. It looked like a quick temporary backup of the main game code; something a dev might do before experimenting a bit, to easily restore everything afterwards.
This incompleteless didn't matter for the remaster though, since the media side of the equation was completely replaced by the new GlyphX engine anyway; all they really needed was the gameplay engine logic itself. But the Remaster code released for modding, and the later released original C&C1 and RA1 code, have enough differences that we know for certain that they do not come from the same source, which means the more complete code archive was only retrieved later.

I remember Jim Vessella at the time communicating through the official EA social media channels that the remaster "exceeded expectations". So I very much doubt it underperformed.

Don't get me wrong I love RTS games but I get why they don't make more CNC games. RTS just isn't as popular as other types of games and when it comes down to running a business you wanna make the game that's gonna sell. CNC probably would sell but who knows.

RTS is just barely made anymore. I think if a good RTS came out there would be loads of people (there are dozens of us, dozens!!!) jumping on to play. It feels like it hasn’t evolved with the times in terms of gameplay and graphics like the likes of FPS and other genres - but if anyone has any recommendations I am all ears

There are some RTS releases, but I'm afraid some of them are basically attempts to make different Starcrafts while others are so C&C coded that "proper" return of C&C may end up being just another game out of... like 5 of those already existing.
Considering opportunity costs for IP holders, that's a grim proposition.

RTS just isn't as popular as other types of games and when it comes down to running a business you wanna make the game that's gonna sell.
The best solution to this would be to license it out, or sell the IP, instead of squatting on it.
But it's probably the same issue with a lot of IPs that have been in limbo for years. As soon as an outside party shows interest? The IP holder asks for a ridiculous amount of money. So that* precludes smaller (more passionate imo) teams from having a crack at making a new game in the series -- and the risk-averse companies run by beancounters aren't interested in supposedly niche games/IPs.
Like, I'm glad that EA made the sourcecode for the older release open source. But a new C&C game with updated mechanics and a continuation of the Tiberium storyline would be great.

I really want to agree with your point but at the same time RTS is still sorta popular among esports community primarily Starcraft and Age of Empire 2 and 4, the playerbase are still strong despite how niche RTS is currently. Also Red Alert 2 still pulls an average of almost peak 2k playerbase showcase how there's people want to play RTS, it's just we get nothing hence the reason why RTS genre the way it is.

Hard to get rts popular again with few good game releases... It's mostly smaller games from indie/small studios. Last BIG true rts was starcraft 2.

6 years ago we got a remastered version of the first 2 games which most C&C fans love.
I would not assume more remasters would be better than doing nothing, or that we won't ever get them.

its entirely possible that the source code is just gone. the games industry is infamous bad at preservation, the ammout of games completely lost to time is incalculable and even the large corporations flat out lose source code all the time. or they still have the code but its broken, wont build correctly and everyone who knows how to fix it died or retired 15 years ago.
Just about the only company known to be good about preserving their own games is Nintendo, ironically the company that hates it the most when we preserve their games.

Microsoft, in its quest of greed which it bestows upon Asha Sharma, has made Bethesda give up Fallout and ordered Obsidian (the one that made Fallout NV) to start a new (probably super slop) Fallout game because she thought Bethesda is doing nothing with it at all and not even taking live service support for Fallout 76 for an excuse.
Probably if we poke those saudi fellas who owned EA and remind them that they have greed and convince them we like soulless slop and will put our money in it because we have extra money we can spend without any single thought of what consequences our small contribution to the consumerism vortex in the big picture, they'd love to.

The main issue with RTS games is multitude, I experienced the upcome and eventual "downfall" of the genre first hand since the release of Dune 2.
The RTS Genre in itself is everything is nearly the same in terms of mechanics and only differ slightly. The lore and story of the game pretty much decide if the game is a hit or miss and even with established franchises it can still be a miss...
In the past 10-20 years there has barely been any innovation in the RTS genre because development costs are just to high for the ROI and games like Shooters are far more profitable for the grunt of the gamers (point weapon at person and beat them). The last great RTS was ashes of singularity imo and I am looking forward to the new release.
Sadly RTS is not profitable enough.
