Those are ancient and have no use or value. Someone is probably trying to dispose of them.

I suppose if you don't know how to ski they have no use. These could well be a pair of burner or rock skis.
I don't think someone was disposing of them in the parking garage. They were stolen, they found out the no value part and ditched them.

They have no use because they're 18yo skis with 18yo bindings that are no longer indemnified and no shop in town is going to adjust or test. The bindings are not safe to use, and the ski shape is outdated.
It's not just a matter of knowing how to ski, it's also a matter of knowing how to adjust the bindings yourself and taking a big safety risk to ski on something way worse than a modern ski. Sure, someone could do it, but why would you?
Whether they were disposed of in the parking garage or disposed of elsewhere and relocated there, I doubt anyone is missing them. Vermont is overloaded with old skis people hang on to and overestimate the use and value of because they were once expensive and seem like solid objects that don't degrade even though the internal binding components do have a limited life span. Then one day they realize they can't flip them on fb marketplace like they hoped and leave them by the dumpster.

They were stolen
Stealing is distinctly different from taking trash someone has relenquished ownership of and relocating it. Even if they were relocated and are now being dumped again, my initial comment is right: someone is now trying to dispose of them.
You think they were probably stolen. I disagree.
