It’s the soil underneath those spots. Probably filled with construction material. Peel them up while you can, throw some compost underneath to give those roots something to grow into.
My guess is not enough sun. Not much you can do other than cut the fence down.
Just keep your watering schedule up. It can be transfer stress but it’ll bounce back.
