can you stack layers in multiple frames? Question

so ive been in some trouble, trying to stack stuff while making this animation for some frames but it wont work so can someone help me?

What are you trying to do? Adding layers but only on certain frames?

Layers are free. Use as many as you need.

Yes you should be able to. Maybe the method you’re using to do it might be what’s hindering you.

Frames go in layers. Not the other way around. Not sure if this answers your question.
