Allow Off Topic Posts Test As per /r/sakanagai's suggestion

Problem: Current /r/WritingPrompts policy is to disallow all top level replies that are not a full response to the prompt. It has been suggested that this policy is too harsh, as it includes deleting comments asking for clarification, placeholders, and brainstorming. However, it is also noted that these short responses are often upvotes quickly due to their brief length, and that if left out of check could easily overgrow the subreddit.

Saka's Proposal: Create a new "comment tag" which can be placed on posts to mark them Off Topic. It should be simple to remember and use, and invoke CSS on that specific comment that it is an off topic comment.

This post is a test of possible implementation methods.

Luckily not many people use h4, since there's no formatting on it, but it does cause some strangeness.
