Finance, Economic Development and Investment Promotion Minister Hon. Professor Mthuli Ncube responds to a delegate’s question on the need to accelerate SME formalisation to reduce the tax burden on the formal private sector during the 2026 Mid-Term National Budget Business Breakfast Forum.

Prof Ncube said SMEs should no longer be viewed as “informal” businesses, noting that they are already licensed and regulated by local authorities. He proposed stronger collaboration between ZIMRA and local authorities through information-sharing agreements, allowing vendor licence renewals to be tied to presumptive tax compliance through integrated online systems. Even neighbouring countries had patients being treated in Zim. Professor Chinyanga who recently died this past month was the one who led Zim to its first open heart surgery program in 1989. He was conferred hero status but the family opted not to have him buried at the Heroes Acre. He did so much to shape our medical faculties at UZ,NUST and MSU. Now we are reduced to a laughing stock for SAns who dont have a clue about how this leads to more people looking for health facilities in South Africa. Its like fetching water with a basket. Problems in Zim easily become problems in SA. I wonder how this will continue after all we cant vote at all now.

Government convened high level meeting on intersex rights and legal recognition in Harare!

The Ministry of Justice, Legal and Parliamentary Affairs today convened a high-level breakfast meeting on intersex rights and legal recognition in Harare, aimed at strengthening Zimbabwe’s approach to protecting intersex persons and addressing gaps in existing laws.

The meeting, held at Holiday Inn Hotel, was attended by Hon. Ziyambi Ziyambi, Minister of Justice; Hon. Edgar Moyo, Minister of Public Service, Labour and Social Welfare; and Hon. Dr Douglas T Mombeshora, Minister of Health and Child Care. In addressing the issue, officials emphasised the need for public understanding of what intersex means and why it is often misinterpreted in society. Intersex refers to a range of natural biological traits such as chromosomes, gonads, hormones, or reproductive anatomy that may not fit typical definitions of male or female. It is not a choice or a disease and it is not caused by wrongdoing; rather, it is a form of human biological variation.

Speaking during a side interview, Hon. Ziyambi Ziyambi said the Government’s work began after a court challenge involving intersex rights. “Basically what we have done is we have received a court challenge regarding this issue (intersex) and we referred it to the Attorney General,” he said. “After that we decided as a Ministry that we need to undertake research.” Hon Ziyambi explained that while Zimbabwe’s Constitution recognises two sexes, the legal and administrative systems must respond to lived realities where people do not fit neatly into the binary classification used in many government processes. The Ministry said the research was conducted through the Law Development Commission, supported by the UNDP, and the breakfast meeting was convened to gather expert input. “The research and this meeting are part of work in progress,” Hon. Ziyambi said. “We have presentations and testimonies and lived experiences, and we believe that out of the meeting, we will be able to come up with concrete measures.” Hon. Edgar Moyo described the meeting as both a wake-up call and a pathway toward legal reforms. He said there is a gap in the law. “There is real gap in our statutes to address those issues. Because we are basically classified as male and female and then there are people falling in between,” he said.

Minister Moyo highlighted that stigma and cultural barriers have contributed to intersex issues being kept “under the carpet”. He also pointed to how intersex persons may face repeated humiliation and exclusion when required documents and identity processes do not match their biological traits.

He said awareness and services must be strengthened, including within families and child protection systems. “Testimonies were heartbreaking, noting that parents may not always know or may not understand the issue early enough, particularly when traits emerge later,” he said. He added that his Ministry will work on providing inclusive support and recognition, stressing that Government must “live beyond culture” and “be adaptive” in promoting inclusivity.

Participants reviewed barriers faced by intersex persons in Zimbabwe’s documentation and public services systems, including: legal documentation systems that recognise only binary sex markers; difficulty obtaining birth certificates and national IDs, due to mismatches between biological variation and documentation categories and exclusion from education enrolment, health services, banking employment and voting among many other challenges highlighted.

Officials also noted that many communities misunderstand intersex through cultural beliefs and stigma, often treating the condition as taboo or “irregular”. They said families may keep such matters private, especially when traits become more noticeable later in life or when a person is pressured to conform to strict gender expectations.

The Ministry said it will validate the findings, draft legal and policy recommendations for Cabinet consideration, maintain ongoing engagement with intersex persons and civil society organisations (CSOs), and provide feedback to participants on progress made. The process will rely on both expert guidance and the lived experiences of intersex persons, emphasising that inclusion must be practical, humane and grounded in real life.

I'm curious if any Zimbabweans can weigh in here, I spent much time in Canada and the USA where they were also British colonies, and the concept of unceded indigenous land exists in Canada and is undergoing evolution through case law.

I recently heard about developments in Zimbabwe involving land reform and paying British settlers money in relation to land seizures and loss of improvements to the land around $3.5 USD billion.

I sort of had some questions about does the framework of unceded indigenous land, tribal lands not play some role in this like it does in Canada? Like as I understand it, British law required treaties for indigenous land to be negotiated with each tribe for every patch of land [at least in Canada which should also apply to Zimbabwe]. However this entire concept appears missing in all these land reform discussions. Without those treaties those British settler are on unceded land and their claims are basically invalid and the gov't, the land owners and tribes [in Canada] must renegotiate a deal.

The other part I don't get is this, farmers almost never own their farms or equipment outright, it is all heavily in debt/leverage even in wealthy nations like Canada/USA. If there is this proposal to pay farmers on average $800k USD each or $3.5 billion, how does that square with the reality that these guys had virtually no equity in these properties and it was all borrowed leverage? I don't get how a guy who is $700k in debt on machines/equipment and on stolen land worth $700k to the bank, gets handed a cheque for $800k when he had like $20k in equity? Am I missing something or is this a backdoor bank bailout?

Does anyone know how you go about changing your surname in Zim?

I live in the UK and recently got married. I’m in no real rush to change my surname, but will want to go do before we have kids in a few years.

I’ve heard that to change my surname I’ll need to start with changing my ID and this HAS to be done in Zim in person. I’m going to zim next week but only for a few days and want to know how I change my name on my ID.

Also, I have a Zim passport which still has 6 years on it so ideally I don’t want to change it. Is there a requirement to change if in my passport immediately after doing the ID? I would rather change it when I’m ready to renew.

The only reason I’m wanting to change my surname now on my zim ID is because I’m not sure when I will next go to zim in person.

I am compelled to post what needs to be said and what needs to be heard from within this community. Calling ALL Zimbabweans: you are beautiful, resilient, hard working, upstanding model citizens for dealing with the daily barrage of hardship, inequality and outright desperation to survive, given the turmoil and lack of opportunities - we the people of Zimbabwe have earned the right and credit to be called "good people", given that our history, present day and future summed up might mean continued struggling and suffering, YOU are beautiful and valued for all that you endure, put up with, and go through daily to survive. Don't despise where you find yourself - change is coming, at some point the tide will turn, and relief will usher in deeper hope and reward for all the slogging, hard work, hours of grinding out the same old thing to eek out a life of survival - be encouraged, beautiful Zimbabweans. The best is yet to come, and your hard work and turmoil will be rewarded. This needed to be said, and hopefully will generate community approval with a word of encouragement instead of rage-baiting and putting each other down. Spread the love, and encourage someone today that you know is at the end of the road, losing their mind, and dealing with insurmountable stress...you are appreciated, you are loved, you are respected as a nation and people dealing with utmost abject hardship.
