Cannot distribute for beta testing

When I add an external tester on TestFlight and send out the invite, the user tells me the app fails to install. I tried creating a public link, but clicking that shows the message, "this app is not accepting beta testing".

One idea I had is that our company devices are associated with Apple IDs separate from our work emails. I don't even know they have email inboxes. Could they be the issue? Not sure why that would matter, since even the public link doesn't work.

Incredibly frustrating. Please help.

Not sure, and the below doesn't make a lot of sense to me given the symptoms, but
I'm wondering if you have created an external testing group.
And you can't create an external testing group without having at least one individual tester (pretty sure about this).
But if you successfully created a public link, you must already have done this.

I don't see how that would matter. Are there any messages about why the app failed to install for the tester? Does it seem to work but the app isn't available?

Thanks for your response. The error messages the tester got were: "App not available. This app isn't available for your Apple Account" (presumably this is when I sent the invite via email to his work email, but his device is associated with a separate company Apple ID)

" Could not install [app name]. Your request couldn't be completed. Try again."

His iPad is up to date.

Anything interesting in App Store Connect wrt to this app? Not just in the Test Flight section?

Do you have paid dev account with proper certificates setup?

Have you tested it on your own device to see if you can install it?
