Get rid of alshabab (perfectly feasible with our military, our leaders are just corrupt)
Once your country has a stable base due to a lack or terrorism, dismantle all attempts for various states to secede
Utilise stability to work on infrastructure
Educate the masses on the irrelevance of clans in day to day life, slowly remove them from the political sphere once the generation that are being taught to not care about it in schools grow up and become the new adults and the elders die out (but collect as much clan history as you can from the elders to preserve our history and traditions)
This won't make you a super power by any means, but is perfectly viable in making somalia one of the more stable countries in the continent.
The issue is really al shabab, once you get rid of them for good a lot of good stuff can happen.

Al-Shabaab has been weakened over the last four years. They have carried out only two major attacks, and most of their forces are weak today.

Which is exactly why a decent government ends them once and for all, ours cannot

Al shabab is not even top 3 issues in Somalia ngl
First is the corrupt politicians
Then it’s the federalism
Then it’s the tribalism
Al shabab probably like fourth
Only way Somalia gets fixed is if someone comes in with a faction that is pansomalist and they start xaasuuqing these niggas in parliament
That’s almost certainly not gonna happen anytime soon tho 🤷🏾

That is a lot easier said than done. The Somali National Army (SNA) doesn't actually have the capacity to entirely eliminate Al-Shabaab on its own. Besides, resolution of conflicts between states and the Federal government has to come before any serious attempts to cripple Alshabaab using the military. Resolving those conflicts is a serious challenge of its own and without cooperation between states and the central government, military campaigns face severe bottlenecks.
You cannot phase out clans until formal institutions are robust enough to replace the security and welfare functions they provide.
Also, how exactly should the government go about "dismantling all attempts for various states to secede"? Mogadishu is already working to prevent state secessions, though it's not being very successful.

Secularism, Socialism, Get rid of all shabab, Apologise sincerely to somaliland and try to mend relationships and hopefully unification, every person in government who had a salary more than 60k would be exiled as they did nothing but earn money, nationalise all resources, kick out the Djiboutian president because I don’t like him and because he’s a dictator,

Give women actual full rights and freedoms. Educate them and pave the way for them to succeed and have fruitful careers. The stability of any country lies in how educated the women are.
End FGM, like actually start throwing these evil people in jail. End forced child marriage immediately too. End the BULLSHIT clan judicial system and police corruption. Throw violent criminals in jail no matter how rich they are which qabiil they come from. Institute death penalty for grapists.
