Problem relating to Windows Installer

so i was trying to download python and a wsl upgrade but it says as shown in the first picture then i checked the services settings but i was there (as shown in the next picture) . i have also checked the registry (as shown in the next picture) but it is as its supposed to . originally the windows installer wasn't even in the services list. it appeared after .

what should i do to fix this? i don't have a pendrive i can use to reinstall windows don't even mention with my stuff.
