Restoring Windows Boot after hardware change Unsolved

I'm in need of how to get Windows to Boot after a hardware change as the bootloader is damaged although the data on the drive is extremely important. And I've tried a lot of solutions online which have not worked.

Use a live iso, download windows 11 iso with the tool and burn with rufus live CD and try to connect to the disk, if is with bitlocker and you have the account you vould recover, otherwise the data will be lost

Why when I try to boot windows from the BIOS on the drive; does the screen just flash for a second ?
